Dilemma OR Discrimination?
That is the question!

 
This site is being created in an effort to locate other aliens, of nonimmigrant status, especially of Mexican decent, that have run into the same problem with immigration as my friend has.
 
The issue seems to be directed at a specific era of nonimmigrants....Those who immigrated to the USA around 1949 and who lived and worked here most of their lives.... who never questioning their Citizenship.... until they applied for their Social Security benefits.
 
We believe this problem should be brought to the attention of our government's new administration ASAP. After all, "Change" is their motto, and does this issue need to be examined and changed!

For my close friend of twenty years, what would seem to be a fairly simple matter, of proving his Citizenship, has become a nightmare for which NO ONE has answers, OR, at least our government does not want to answer. Why?
 
Please read my friends story, what he has done to satisfy the USCIS (immigration) and some of the laws and procedural guidelines the adjudicating officers (interviewers) are suppose to follow in determining if an application for Certificate of Citizenship, brought before them, should be approved or denied.

My friend, Sam, was born in Mexico in 1942, and at age seven, his Mother brought he and his brother to the USA through El Paso, Texas. He was inspected and admitted as a US Citizen. The document, called a "Manifest", clearly states this information.
 
Directly after arriving, they moved to California, where he lived, went to school, worked, married, and never left the USA.
 
Sam's Mother was also born in Mexico, however, her Mother (Sam's Grandmother) was born in the USA, so his Mother was a Naturalized Citizen.
 
 
Sam's Dilemma?
 
Sam, lost his social security card some time before September 11th, 2001. He never gave it much thought, as no one ever asked him to present the actual card before....until he went to apply for his Social Security benefits, at age 62, he was shocked to find out that although he had a social security number since he was in his teens, he could not get a replacement card or collect his benefits, until he proved his citizenship.
 
By this time in his life, his Mother and Grandmother were deceased and any and all legal papers were gone with them.
 
Truly believing he is a US Citizen, and living his life as one, he applied for a duplicate Citizenship Certificate in 2004. This application was never answered, or even acknowledged as received, and when he would call the USCIS to find out if he needed to do something else, he was told that it just takes a lot of time, probably years.
 
With grueling patience, Sam waited and waited. Legally here, but unable to get a job because he lost his Social Security card, now 65 years old and sick with diabetes, in 2007 he filed an application for a new Citizenship Certificate (N-600).
Now the fun starts!
